Three men in three different hats, portraying the power struggle in central America at the turn of the 20th century.
The European colonial forces portrayed as a frail old monarch with the Empire State Crown. The Dominican Republic as a helpless whimpering man, sitting on the ground with a Sombrero on his head; And towering above all, with a Cowboy Hat, Teddy Roosevelt, the 26th president of the United States (1901-1909) with a huge canon gun attached to his groin. A note at the end of the gun barrel reads “Monroe Doctrine“.
The cartoon is a plain example of U.S. government propaganda, advancing Roosevelt administration’s policies specially what was known at the time, as Roosevelt Corollary.
